Many unsharp scissors are unsharp because they've built up a layer of goo on the blades, and/or the pivot point. Try wiping the blades down with a cotton rag that's been moistened in rubbing alcohol or high proof liquor -- the alcohol dissolves the grunge with a little hard rubbing. Then oil the pivot point with a *tiny* drop of oil, preferably something like sewing machine oil or mineral oil or baby oil.

If that hasn't sufficiently improved the scissors, it's time to demote them to rough use is they have a riveted pivot point. If they have a nut and screw at the pivot point, then they're worth taking in for professional sharpening. Sometimes all you need on the ones with the nut is to simply tighten it a bit to restore decent cutting.

Don't cut sandpaper or aluminum foil or other "sharpening tricks" if they're decent scissors. That can really chew up the blades to the point where they're unfixable.
References :
50 years of sewing
