If your hair shears are making a lot of noise, its probably because you need a new bumper. They keep your shears and haircutting scissors from making that annoying clicking sound (which also makes your scissors sound cheap) and more importantly, they help keep the blades properly aligned so the scissors close properly and they do not overlap. If the blades overlap the sharp part of the blades will be exposed which makes it easily for you to cut yourself, your client and damage the sharp edge of your scissors. All bad things.
